A 51 year old gentleman saw a driver hit a woman and leave the scene. He followed the driver, confronted him and spayed with pepper spray. When law enforcement arrived, they took the driver away and charged him DUI. Leaving the scene, implied consent, driving without insurance and disorderly conduct.
